Требования к оформлению научных статей, материалов, направленных в редакцию журналов
«Право и государство: теория и практика» и «Аграрное и земельное право»
· Статья должна содержать название; фамилию, полные имя и отчество автора, его учёную степень, учёное звание, место работы, должность, место учёбы, контактную информацию, почтовый адрес. Все должно быть с переводом на английский язык. Обязательно указываете шифр научной специальности.
· Все материалы должны предоставляться в редакцию в электронном виде: через 1,5 компьютерных интервала, 14 шрифтом (Times New Roman), ссылки в квадратных скобках, например, [1], либо [1, с. 56], в формате Microsoft Word по электронной почте prigos@mail.ru.
· Объём материала не должен превышать 20000 знаков (с пробелами), страницы должны быть обязательно пронумерованы.
· При оформлении ссылок на материалы, полученные из Интернета, обязательно указывать полный адрес материала в Интернете и дату рецепции материала.
· Все аббревиатуры и сокращения, кроме общеизвестных, должны быть расшифрованы при первом употреблении в тексте. Используемые в тексте нормативные правовые акты должны обязательно содержать дату, номер принятия и полное официальное наименование, а также источник публикации. Обязательно указание источника, номера страниц приводимых цитат, фактических и цифровых данных.
· Текст статьи (цитаты, цифры, сноски) должен быть вычитан, сверен и подписан автором.
· В конце статьи приводится список литературы, использованный при её написании. Каждый источник должен содержать страницы, на которые Вы ссылаетесь, либо указываете общее количество страниц в источнике.
· Журнал принимает к публикации материалы, уровень которых соответствует предъявляемым требованиям.
· Статьи авторов, не сообщивших контактную информацию, редакция журнала не принимает к рассмотрению.
Статьи, представленные на рассмотрение, должны иметь:
1. Индекс УДК, соответствующий теме статьи (ставится сверху слева);
3. Краткую аннотацию и ключевые слова или словосочетания, библиография на русском и английском языках;
4. В статье необходимо сформулировать рассмотренную проблему, отразить объект исследования, новизну результатов исследования и область их применения. Статья должна заканчиваться выводом;

Порядок рецензирования рукописей:
1. Издание осуществляет рецензирование всех поступающих в редакцию материалов, соответствующих ее тематике, с целью их экспертной оценки. Все рецензенты являются признанными специалистами по тематике рецензируемых материалов и имеют в течение последних 3 лет публикации по тематике рецензируемой статьи. Рецензии хранятся в Издательстве и в редакции издания в течение 5 лет
2. Редакция издания направляет авторам статей копии рецензий или мотивированный отказ от публикации, а также обязуется направлять копии рецензий в Министерство науки и высшего образования Российской Федерации в случае получения от Министерства официального запроса.
3. Перед началом процедуры рецензирования все статьи проходят проверку на некорректные заимствования (система Антиплагиат).
4. Если статья успешно прошла проверку системой Антиплагиат, главный редактор журнала определяет соответствие статьи профилю журнала и требованиям к оформлению, а затем направляет ее на рецензирование внешнему эксперту – специалисту соответствующей отрасли науки. Рецензирование проходит по «слепому» принципу, когда рецензент не знает автора, а автор не знает рецензента.
5. Рецензент оценивает:
- актуальность выбранной темы и соответствие статьи тематике журнала;
- качество аннотации – позволяет ли представленная аннотация точно понять суть проведенного автором исследования и значение полученных результатов;
- качество представления исследования и его результатов - насколько точно и ясно изложены предмет, задачи, методология и основные результаты исследования;
- научную новизну, значимость, логичность, обоснованность и достоверность выводов;
- качество использованной литературы – оценка научной литературы и/или источников, использованных автором статьи;
- качество оформления работы – наличие необходимых структурных элементов, посвященных актуальности темы исследования, анализу состояния вопроса, постановке решаемой задачи, методике исследования, полученным результатам, критическому анализу результатов, выводам; стиль изложения, правильность оформления и обоснованность использования таблиц, диаграмм, рисунков и формул, правильность оформления библиографических ссылок и списка литературы;
- научная ценность статьи – степень научной новизны, интерес для научного сообщества с точки зрения развития вклада в развитие науки.
7. Статья, нуждающаяся в доработке, направляется авторам с замечаниями рецензента и редактора. Авторы должны внести все необходимые исправления в окончательный вариант рукописи и вернуть в редакцию исправленный текст. После доработки статья повторно рецензируется, и редакция принимает решение о возможности публикации. Статьи, отосланные авторам для исправления, должны быть возвращены в редакцию не позднее, чем через 1 (одну) неделю после получения. Возвращение статьи в более поздние сроки меняет дату ее опубликования.
8. Сроки рецензирования зависят от рецензентов.
9. В случае отклонения статьи по формальным причинам или на основании заключения рецензентов автор получает от редакции мотивированный отказ.
10. Статья, которая была отклонена рецензентами, к повторному рассмотрению не принимается.
11. Положительная оценка статьи рецензентом не является гарантией публикации статьи. Окончательное решение о целесообразности публикации статьи принимается редакционным советом журнала.
12. После того, как редакционный совет журнала примет окончательное решение о публикации статьи, автор получает соответствующее уведомление с указанием предполагаемых сроков публикации.
13. Если публикация статьи повлекла нарушение чьих-либо авторских прав или общепринятых норм научной этики, то редакция журнала вправе изъять опубликованную статью.
Requirements for registration of the scientific articles, materials, directed to the editorial board
of magazines “The law and the state theory and practice” and “The agrarian and land law”
• The article should contain the title; surname, full name and patronymic of the author, his academic degree, academic status, place of employment, position, place of study.
• All material should be provided to the editorial board electronically with computer interval 1.5, 14 font (Times New Roman), [1], or [1, с. 56] in Microsoft Word format via email prigos@mail.ru.
• The volume of material should not exceed 20,000 characters (including spaces) (8-10 pages), pages should be obligatory numbered.
• When making footnotes on materials received from the Internet, it is necessary to specify the full address of the material on the Internet and the date of reception of the material.
• All abbreviations and acronyms, except for well-known, should be defined when first used in the text. The used in the text regulations should contain the date, the passage number and the full official name, as well as the source of publication. The source reference is necessary as well as the page numbers of cited quotations, actual and digital data.
• The text or the article (citations, numbers, and footnotes) should be proofread, collated and signed by the author.
• After end of article it is necessary to give a bibliographical list, i.e. the list of the works quoted by the author in a material presented to the publication in alphabetical order.
• The magazines accept for publication the materials, which level corresponds to the requirements.
• The articles of the authors who avoid providing contact information the Editorial Board does not take into consideration.
Articles submitted for consideration must have:
1. Index UDK corresponding topic of the article (placed on top left);
2. The cipher of the scientific specialty;
2. Summary (up to 5 lines) and the key words in Russian and English languages;
3. There is necessary to formulate the considered problem, to reflect the subject of research, the novelty of the research and the field of research results application, in the article. The article should be concluded with an inference.

Manuscript reviewing procedure:
1. The publication reviews all materials submitted to the editorial office that correspond to its subject matter for the purpose of their expert evaluation. All reviewers are recognized experts on the subject of peer-reviewed materials and have had publications on the subject of the reviewed article for the last 3 years. The reviews are kept in the Publishing House and in the editorial office of the publication for 5 years
2. The editorial board of the publication sends the authors of the articles copies of reviews or a reasoned refusal to publish, and also undertakes to send copies of reviews to the Ministry of Science and Higher Education of the Russian Federation in case of receiving an official request from the Ministry.
3. Before starting the review procedure, all articles are automatically checked for incorrect borrowings (Anti-Plagiarism system).
4. If the article has been successfully checked by the Anti–Plagiarism system, the editor-in-chief of the journal determines the compliance of the article with the profile of the journal and the design requirements, and then sends it for review to an external expert - a specialist in the relevant branch of science. The review takes place according to the "blind" principle, when the reviewer does not know the author, and the author does not know the reviewer.
5. The reviewer evaluates:
- the relevance of the chosen topic and the correspondence of the article to the subject of the journal;
- the quality of the abstract – does the presented abstract accurately understand the essence of the research conducted by the author and the significance of the results obtained;
- the quality of the presentation of the study and its results - how accurately and clearly the subject, objectives, methodology and main results of the study are stated;
- scientific novelty, significance, logic, validity and reliability of conclusions;
- quality of the literature used – evaluation of scientific literature and/or sources used by the author of the article, in terms of their relevance to the problems of research, relevance, sufficiency to solve the tasks;
- the quality of the design of the work – the presence of the necessary structural elements dedicated to the relevance of the research topic, the analysis of the state of the issue, the formulation of the problem being solved, the methodology of the study, the results obtained, the critical analysis of the results, conclusions; the style of presentation, the correctness of the design and the validity of the use of tables, diagrams, drawings and formulas, the correctness of the design of bibliographic references and the list of references;
- the scientific value of the article is the degree of scientific novelty, interest for the scientific community in terms of contribution to the development of science.
7. The article in need of revision is sent to the authors with the comments of the reviewer and the editor. The authors must make all necessary corrections to the final version of the manuscript and return to the editorial office the corrected text, as well as its identical electronic version together with the original version. After revision, the article is re-reviewed, and the editorial board decides on the possibility of publication. Articles sent to the authors for correction must be returned to the editorial office no later than 1 (one) week after receipt. Returning the article at a later date changes the date of its publication.
8. The timing of the review depends on the reviewers.
9. In case of rejection of the article for formal reasons or on the basis of the conclusion of the reviewers, the author receives a reasoned refusal from the editorial board.
10. An article that has been rejected by reviewers is not accepted for reconsideration.
11. A positive evaluation of the article by the reviewer is not a guarantee of the publication of the article. The final decision on the expediency of publishing an article is made by the editorial board of the journal.
12. After the editorial board of the journal makes a final decision on the publication of the article, the author receives a notification indicating the expected publication dates.
13. If the publication of an article has caused a violation of someone's copyright or generally accepted norms of scientific ethics, the editorial board of the journal has the right to withdraw the published article.
